Step 1:

– If they need a copy of the Birth Certificate, they must pay a fee for issuing a copy of the Birth Certificate.
Step 2:
The staff receiving the application at the One-Stop-Shop is responsible for checking the accuracy, completeness, consistency, and validity of the application.
– If the application is complete and valid, the application must be accepted. If the application is received after 3 PM, an appointment slip must be issued, and the results must be returned to the applicant on the next working day.
– If the application is incomplete or invalid, the applicant must be notified to supplement and complete the application, clearly stating the documents and content that need to be supplemented for completion.
– If the applicant cannot supplement or complete the application, the Head of the One-Stop-Shop must be informed to issue a notice of refusal to process the birth registration request.
Step 3:
The judicial and civil status officer needs to review the application.
– If the application needs to be supplemented or completed, or if it does not meet the requirements for processing and must be refused, a notice of the application status must be sent to the One-Stop-Shop to inform the applicant.
– If verification and clarification are needed or if the results cannot be returned on time due to other reasons, the civil status officer needs to issue an apology slip and reschedule the result return date.
– When the application is complete, valid, and complies with regulations, in the case of receiving a birth registration application in person, the judicial and civil status officer must record the information in the Birth Registration Book and update the birth registration information on the shared electronic civil status registration and management software, save it officially, and then transfer the information to the national population database to obtain a Personal Identification Number.
Step 4:
After the national population database returns the Personal Identification Number, the judicial and civil status officer needs to print the Birth Certificate, submit it to the Leader of the People’s Committee for approval, and then transfer it to the One-Stop-Shop to return the results to the applicant.
Step 5:
The applicant needs to check the information on the Birth Certificate and in the Birth Registration Book, then sign the Birth Registration Book and receive the Birth Certificate.
